Text | The principle to work upon, in amending the rules of play each season, is to equalize the powers of attack and defense as much as possible, so as not, in the one case, to allow the pitcher to have undue latitude for offensive operations, nor, on the other hand, the give the batting too much advantage. This, and the rewording of the different sections of the rules so as to make them easier of interpretation and plain to the simplest minds in their meaning, should be the end aimed at in the work of amending the rules. |
