Text	[reporting on the Brotherhood meeting 6/10/1888] Steps were taken looking to the development of the beneficial feature of the order. An amendment was made to the constitution by which the relief committee is authorized to receive an application for assistance from any member. The conditions upon which help will be given are:--First, that the applicant is sick or disabled, and second, that he is in actual need. Finding these conditions to be true, upon investigation, the committee will give the applicant a specified sum top be paid back when the member recovers his health and is in a position to refund. No man need, therefore, feel that he is accepting charity. The mere fact that a man is out of funds at any time will not be sufficient to found a claim upon the order. The idea is not, by any means, to establish a loan association for the benefit of prodigal players.
