Text | [reporting on the joint rules committee meeting 11/17/1886] A batter now gets a base when hit by a pitched ball which he cannot plain avoid, and no time at bat is counted. He also gets a base whenever a balk is called, and no tie at bat is recorded. The latter is a penalty fixed to punish the pitcher for any infraction of the balk or pitching rules. |
