Text | [reporting on the NL annual meeting] Rule 27 requires the pitcher to have both feet touching the ground while making any of the series of motions made by him in pitching. This stops the running throw, and in a measure will check the speed of pitching, while the height of the arm in delivery is left unsaid. |
