Text | The balk rule is practically disregarded in all the associations and pitchers balk at will, so that there are no few trials of swift base-running against speedy and accurate throwing. If a rule was established clearly defining a balk and strictly enforced, it would greatly improve the game. Nearly all the pitchers also step out of the box. They would be quickly cured of the habit if penalized by calling every ball so delivered an unfair ball, whether on the plate or not, and even if struck at by the batsman without being hit. |
