Text | Even in the days of the lamented Hulbert, Mr. Mills was the power behind the thrown; his brain brought forth the ideas and Mr. Hulbert fathered them. It is, however, safe to say that three-fourths of all the League legislation ever enacted emanated in his busy mind, though until after Mr. Hulbert’s death he kept himself well in the background.
