Text | [discussing the meeting of the rules committee 11/12] Rules 12, section 2...was changed to “The moment the umpire delivers a new or alternate ball to the pitcher it comes into play, and shall not at any time be intentionally discolored with the soil or otherwise.” This change was made to prevent the prevailing habit of throwing a new ball around the field so as to make it have the appearance of an old ball. |
